Passport Size Photo by Country: Print Sizes and Digital File Rules

A passport-size photo has no universal standard: each issuing authority sets its own size. Printed photos are measured in mm or inches, while digital files for online forms are measured in pixels and kilobytes. The table below lists print sizes and digital file properties for popular document types.

DocumentPrinted photo sizeDigital file for an online form
US Passport2 × 2 inches (51 × 51 mm, 5.1 × 5.1 cm)Online renewal: JPG, JPEG, PNG, HEIC or HEIF from 54 KB to 10 MB; no pixel size set
US VisaEmbassies/consulates usually require one printed photo — check the official siteSquare JPEG from 600 × 600 to 1200 × 1200 px, 240 KB or less
US Diversity Visa lotteryThe online entry accepts digital files only; selectees bring two 2×2-inch prints to the interviewSquare JPEG, 600 × 600 px, 240 KB or less
UK Passport offline35 × 45 mm (3.5 × 4.5 cm) with a paper formOnline application: at least 600 × 750 px, 50 KB to 10 MB; do not crop it yourself
Canada Passport50 × 70 mm (2 × 2¾ inches), taken by a commercial photographerOnline renewal needs a separate digital photo — see canada.ca
Germany Visa35 × 45 mmPrinted photo, brought to the appointment
India passport SevaTwo identical 35 × 45 mm photos, white backgroundAlso uploaded to the government portal; other US categories differ
India driving licence35 × 45 mmAt least 420 × 525 px, JPG from 10 to 20 KB

The sizes above are published by the issuing authorities or their official partners. Photo specifications change — always check the official page of the office handling your application before submitting.

Resizing tips

Before Resizing an Existing Photo

A passport photo resizer only changes one technical parameter. Three more factors decide whether the file meets the required specifications:

  1. 1

    Proportions and head size

The photo must be cropped to the document's aspect ratio with the head at the required height, not just scaled down.

  2. 2

    File size in KB

Online forms enforce limits — from 10–20 KB for an Indian driving licence to 10 MB for a US passport renewal. Check the form thresholds before uploading.

  3. 3

    Portal-specific rules

Rules depend on the submission platform. A US online renewal lets you crop within the form but forbids scans of prints; a UK application crops automatically after upload.

PhotoGov crops the photo to the exact size, positions the head, and verifies the composition against the selected document rules — so you never juggle these factors by hand.

Converter

How to Convert a JPG to a Passport Size Photo

  1. 1

Choose the country and the document, for example, United States → US Passport 2x2 inch (51 x 51 mm).

  2. 2

Upload your photo to the PhotoGov passport photo maker: a JPG, PNG, or HEIC file you already have, or a new selfie.

  3. 3

PhotoGov crops the photo to the document's size and positions the head.

  4. 4

Review the result: the built-in photo checker tests the file against the selected format.

  5. 5

Download the passport-size photo as a JPEG for online upload or as a printable sheet for paper applications.

Depending on your location, you can create two free ID photos per day. In the US, a digital passport photo costs $6.90.

Reasonable pricing, photo is very professional. It totally clears up any background shadows — it’s way simpler than me guessing. I’ve used it twice, but I do have my own software to print 2x2 photos, so it’s easier for me that way.

I'm very pleased with the services. While other companies charge $20 for this simple thing that takes no more than 10 s, they do it for free. Big UPS.
